Vietnam: New Circular on Regulations on organization of recruitment and admission examinations for officials and public employees

Recently, the Minister of Home Affairs of Vietnam has issued the Circular No. 6/2020/TT-BNV on the promulgation of Regulations on organization of recruitment and admission examinations for officials and public employees, examinations for promotion of officials' ranks, examinations or consideration for promotion of professional titles of public employees; regulations on recruitment examination, admission consideration for officials and public employees, officials’ rank promotion exam, examination or consideration for promotion of public employee professional title.

According to Article 2 of the Regulation issued together with Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, the head of the examination committee shall decide the scoring of zero (0) for the paper-based multiple-choice test or the written test based on the written report of the examiner, applicable to one of the following cases:

- The test that has 02 or more submits;

- The test that has 02 or more different types of characters;

- The test that is written in two or more different types of ink or is written in different ink colors as prescribed in Clause 6 Article 1 of this Regulation, unless there is a written confirmation of the proctor and the head of the examination committee;

- The test that is written on scratch paper, paper that is not distributed by the proctor.
