Vietnam: National technical regulations on truck stations

The Minister of Transport of Vietnam issued Circular 47/2023/TT-BGTVT on National technical regulations on truck stations.

Code: QCVN 114:2023/BGTVT.

QCVN 114:2023/BGTVT applies to organizations and individuals investing in the construction, renovation, upgrading, management, and exploitation of truck stations; agencies, organizations, and individuals related to the use of services, inspection, and announcement of truck stations.

QCVN 114:2023/BGTVT provides a number of general regulations, as follows:

- The connection point of the entrance and exit road to the Truck Station with the national highway must be made in accordance with the provisions of Decree 11/2010/ND-CP on management and protection of road traffic infrastructure, Decrees amending and supplementing Decree 11/2010/ND-CP.

- Roads entering and exiting the truck station must be designed to ensure safe circulation of vehicles entering and exiting the station.

- Roads for motor vehicles in Truck Station must have signs and road markings to ensure safe circulation of vehicles in the Truck Station area.

- Truck Station complies with legal regulations on fire prevention and fighting.

- Truck Station's works and equipment are built and installed to ensure safety for people, goods, and vehicles in the Truck Station area. The truck station must arrange separate loading and unloading and storage areas for dry goods, fresh and live goods, flammable and explosive goods, and dangerous goods (if any).

- Truck Station's electricity, water, lighting, communication, fire prevention, and fighting systems ensure compliance with regulations in QCVN 07-1:2016/BXD, QCVN 07-2:2016/BXD, QCVN 07-5:2016/BXD, QCVN 07-7:2016/BXD, QCVN 07-8:2016/BXD, and QCVN 07-9:2016/BXD.

Circular 47/2023/TT-BGTVT takes effect on July 1, 2024.

For truck stations announced before the effective date of Circular 47/2023/TT-BGTVT, construction items must be completed according to Regulation 114:2023/BGTVT before July 1, 2027.
