On December 29, 2023, the Minister of Construction of Vietnam issued Circular 15/2023/TT-BXD< /a> on National technical regulation QCVN 07:2023/BXD on technical infrastructure system.

QCVN 07:2023/BXD was compiled by the Vietnam Association of Civil Engineering Environment, submitted for approval by the Department of Technical Infrastructure and the Department of Science, Technology, and Environment, appraised by the Ministry of Science and Technology, and issued by the Ministry of Construction according to Circular 15/2023/TT-BXD dated December 29, 2023.

QCVN 07:2023/BXD replaces QCVN 07:2016/BXD issued under Circular 01/2016/TT-BXD dated February 1, 2016 of the Minister of Construction.

QCVN 07:2023/BXD stipulates technical requirements and management requirements that must be complied with in investment activities in new construction, renovation, and upgrading of water supply works.

The regulations in QCVN 07:2023/BXD apply to:

- Surface water and underground water exploitation works;

- Water treatment plants supply water from water exploitation works to clean water pumping stations;

- Pipeline network, booster pump station, and auxiliary works on the network.

General requirements in QCVN 07:2023/BXD are as follows:

- Investment in water supply system construction must be consistent with planning approved by competent authorities, ensuring reasonable use of safe and sustainable water sources in the context of climate change.

- The structure and construction materials of water supply works must ensure sustainability and stability throughout the useful life of the project under the influence of natural conditions, impacts of the surrounding environment, and impacts during operation. Chemicals, materials, and equipment used in treating, transporting, and storing domestic water must not affect water quality or human health.

- The quality of clean water used for domestic purposes must meet the requirements of QCVN 01-1:2018/BYT and local standards.

- The capacity of the water supply system must be calculated for the day with the greatest water demand of the year; water used for domestic purposes takes into account the daily unconditioned water usage coefficient; water for road irrigation, watering plants, water for public works, water for commercial services, water for special works, and for industry; the amount of water lost and the amount of water used for the water treatment station and water plant itself comply with QCVN 01:2021/BXD.

Circular 15/2023/TT-BXD takes effect on July 1, 2024, and replaces Circular 01/2016/TT-BXD promulgating QCVN 07:2016/BXD on National technical regulations on Technical Infrastructure Works.
