On May 15, 2018, the Government of Vietnam issued Decree No. 73/2018/NĐ-CP on Lists of narcotic substances and precursors.
Lists of narcotic substances and precursors promulgated together with Decree No. 73/2018/NĐ-CP of Vietnam’s Government include:
- List I: Narcotic substances banned from healthcare and life;
- List II: Narcotic substances restricted from analysis, testing, scientific research, criminal investigation or healthcare;
- List III: Narcotic substances permitted in analysis, testing, scientific research, criminal investigation, healthcare and veterinary medicine;
- List IV: Precursors. The Ministry of Public Security is responsible for management, licensing of export and import of precursors serving national defense and security. The Ministry of Agriculture and Rural Development is responsible for management, licensing of export and import of precursors serving veterinary medicine.
In case of discovery of a new substance relevant to production or use of narcotic substances or 03 International Drug Control Conventions of UNODC and such substance that cannot be found in any of the Lists enclosed herewith, the Ministry of Public Security shall take charge and cooperate with the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Agriculture and Rural Development and relevant authorities in proposing revisions to the Lists to the Government.
Decree No. 73/2018/NĐ-CP of Vietnam’s Government comes into force from May 15, 2018, replacing Decree No. 82/2013/NĐ-CP and Decree No. 126/2015/NĐ-CP.
