Issuance of the Procedure for handling denunciations against party members who are centrally managed officials

The Politburo of Vietnam issued the Procedure for handling denunciations against party organizations under the Central Committee and party members who are centrally managed officials, which consists of 03 steps:

• Preparation step;
• Implementation step;
• Conclusion step.

For example, the conclusion step is stipulated as follows:

• The Politburo and the Secretariat Conferences consider and conclude (if under the jurisdiction of the Central Executive Committee, the inspection team reports to the Politburo for directive opinions before presenting to the Central Executive Committee).

  • Participants: Politburo or Secretariat or Central Executive Committee; representatives of the inspection team; representatives from the Central Inspection Committee, Central Office, Central Organization Committee, Central agencies of the Party, and relevant party organizations and members.

  • Content: The inspection team reports the results of handling accusations; fully presents the opinions of the accused party organization/member and the accuser, and related party organizations/members. The conference discusses and concludes; takes a vote on disciplinary measures or recommends competent authorities to enact disciplinary measures against the violating party organization/member (if implementing the dual-process).

  • The inspection team finalizes the notification of the accusation resolution conclusion, disciplinary decision, or reports to propose competent authorities to issue disciplinary measures, and submits to the Standing Secretariat for signing and issuance.

• Delegating the inspection team to notify the accusation resolution conclusion and the disciplinary decision (if any) to the accused party organization/member and related organizations/persons or to carry out the disciplinary process (if any).

Representatives of the inspection team cooperate with the Central Office to notify the accusation resolution conclusion in an appropriate manner to the accuser.

• The inspection team meets to review experiences, completes the dossier, and hands it over to the Central Office for storage as prescribed.

• Mandating the Central Inspection Committee to urge, supervise the accused and related organizations/individuals to implement the accusation resolution conclusion and disciplinary decision (if any).
