This is the content of the Implementation Plan for Scheme 896 - the Comprehensive Scheme on simplifying administrative procedures, documents related to citizens, and databases related to population management which was recently approved by the Deputy Prime Minister of Vietnam under Decision 435/QD-BCĐ896 dated June 24, 2017.

According to the Plan, in 2017, the Ministry of Public Security of Vietnam will preside over the implementation of issuing personal identification numbers to Vietnamese citizens as follows:

- The Police Authority shall enter citizen information to establish personal identification numbers through the issuance of Citizen ID Cards, prioritizing the issuance of personal identification numbers domestically;

- The Civil status registration authority shall cooperate with the Police Authority to enter information for citizens when citizens register the birth of a child and issue personal identification numbers to citizens from the time of birth registration.
