On December 28, 2021, the Ministry of Justice of Vietnam issued Circular 10/2020/TT-BTP stipulating guidance on the recording, use, management and storage of adoption books, paper forms and dossiers.
According to Article 5 of Vietnam's Circular 10/2020/TT-BT, the requirements for recording and how to record adoption books and documents are as follows:
Full name, middle name, names of adoptive father, mother, and adopted child must be written in capital letters according to the person's identity card/citizen identification card/passport/birth certificate; or other valid substitute documents with photos and personal information issued by competent authorities in Vietnam;
The birthplace section is fully recorded according to the birth certificate of the person being adopted;
The section of personal papers clearly states the number, issuing agency, and date of issue of the People's Identity Card/Citizen Identification Card/Passport; or other valid substitute papers with photos and personal information issued by competent authorities, still valid;
