Vietnam: Individuals eligible to apply for an international driving license online

With the regulations on the procedures for the issuance of an IDP international driver's license, Clause 1, Article 1 of Vietnam's Circular 01/2021/TT-BGTVT amends Clause 1, Article 8 of Vietnam's Circular 29/2015/TT-BGTVT as follows:

• Individuals submit an application for an international IDP using the form specified in Appendix IV issued with this Circular directly or through the online public service system to the Directorate for Roads of Vietnam or the Department of Transport.

• Order of issuing IDPs:

  • Individuals, when applying directly at the Directorate for Roads of Vietnam or the Department of Transport, must present the original of the national driving license issued by Vietnam, a passport, and a permanent residence card (for foreigners) to check the accuracy and legitimacy of the IDP issuance and to fulfill the obligation to pay the fee when receiving the dossier as prescribed;
  • When submitting an application through the online public service system, the individual shall: declare according to the instructions and take responsibility for the accuracy and legitimacy of the declared content; fulfill the fee payment obligation through the fee payment function of the online public service system and pay fees for using other services according to individual needs;

Currently, Vietnam's Circular 29/2015/TT-BGTVT only stipulates that an application for an international IDP shall be submitted online.
