Vietnam: Guidelines for self-assessment, scoring to determine Provincial PAR Index

Recently, the Ministry of Interior of Vietnam issued Official Dispatch 383/BNV-CCHC on guidance on self-assessment and scoring to determine the Provincial PAR Index.

According to Vietnam's Official Dispatch 383/BNV-CCHC, the self-assessment and scoring of criterion and component criteria to determine the Provincial PAR Index are carried out as follows:

  • Based on the actual administrative reform results achieved, the provinces shall conduct self-assessment and scoring for each criterion and component criteria on the basis of consideration and comparison with the standards or requirements and the scoring method corresponding to each criterion and component criteria stated in the Appendix (attached);
  • When the evaluation criteria specified in the legal documents mentioned in the Appendix are amended or replaced with another document, the provisions of the amended documents shall be applied or replaced;

  • The report on self-assessment and scoring of criteria and components of the Provincial PAR Index must be approved by the leader of the provincial People's Committee, including the following contents:

    • Summary table of the results of self-assessment, scoring criteria, and component criteria of the Provincial Public Administration Reform Index;

    • Explain the contents of self-assessment and scoring for criteria, component criteria without verifiable documents or verification documents without sufficient verifiable information as required;

Note: Provinces conduct self-assessment and scoring; approve the report; and complete the data entry into the software no later than February 26, 2021. After the specified time, the software will automatically lock.
