Vietnam: Guidelines for border entry/exit document to cross the border

Recently, the Ministry of National Defense of Vietnam has issued the Circular No. 173/2020/TT-BQP guiding the Decree No. 96/2020/NĐ-CP on penalties for administrative violations against regulations on national border management and protection.

According to Clause 5 Article 4 of the Circular No. 173/2020/TT-BQP of the Ministry of National Defense of Vietnam, the border entry/exit documents for border residents specified in Point e Clause 5 Article 6 of the Decree No. 96/2020/ND-CP are specified as follows:

- Regarding Vietnam - China border: Passport; visa; international travel document; laissez-passer; entry and exit laissez-passer; border area entry and exit laissez-passer; ABTC; temporary resident card; permanent residence card; visa exemption certificate;

- Regarding Vietnam - Laos border: Passport; visa; international travel document; laissez-passer; border laissez-passer; ABTC; temporary resident card; permanent residence card; visa exemption certificate;

- Regarding Vietnam - Cambodia border: Passport; visa; international travel document; laissez-passer; border laissez-passer; ABTC; temporary resident card; permanent residence card; visa exemption certificate.

Note: According to Point e Clause 5 Article 6 of the Decree No. 96/2020/ND-CP, a fine ranging from VND 3,000,000 to VND 5,000,000 shall be imposed for allowing another person to use entry/exit document to cross the border.
