Vietnam: Guidance on the sequence for determining official grade structure

The Minister of Home Affairs of Vietnam issues Circular 13/2022/TT-BNV dated December 31, 2022, guiding the determination of the official grade structure.

The sequence for determining official grade structure in Vietnam is stipulated as follows:

Step 1: The head of the agency using officials, based on Clause 1 Article 2 of Circular 13/2022/TT-BNV, the job position list and the number of staffed officials allocated to each job position within the agency or organization, determines the percentage (%) of officials holding the official grades by specialized sector within the agency or organization, and reports to the competent authority for approval.

Step 2: The head of the agency managing officials approves the official grade structure appropriate to the complexity level of the work by job position, nature, characteristics, and scale of activities of the agency using officials.

Step 3: The personnel and organization department of the agency, organization, or unit is responsible for advising and assisting the head in determining the number of official grades and the official grade structure of the agency, organization, or unit to submit to the competent authority for consideration and decision.
