Vietnam: Guidance on disaster prevention for railways in operation

On August 25, 2021, the Ministry of Transport of Vietnam issued Circular 17/2021/TT-BGTVTstipulating natural disaster prevention, combat and remediation; incident response and rescue in the railway sector.

According to  Vietnam's Circular 17/2021/TT-BGTVT, disaster prevention for railway works in operation and use is guided as follows:

Regularly inspect and monitor critical positions and railway works that are potentially unsafe when a disaster occurs in order to proactively and promptly overcome or report to competent authorities in Vietnam for a decision on handling measures.

In which, for railways in Vietnam:

- Regularly inspect and cut trees and grass ranges; dredge to clear; repair longitudinal ditches, top ditches, underground water drainage, and roadbed drainage to ensure water drainage when floods occur;

- Create a slope of the curb for water to flow into the trench or down the slope below, create a continuous slope for the ditch to pour water into the sump and exit the road;

- Handle roadbeds and excavated roadbeds to prevent landslides; tarpaulin, leveling to create a plane of sustainability and drainage for the surface of the embankment; cut down trees growing on top of the embankment; handle underground water sources draining to the floodplain (if any).

At critical roadbed positions, reinforcement measures should be taken to enhance stability and sustainability.
