Vietnam: From December 1, a fine of up to 15 million VND for issuing newsletter or special issue without a license

Recently, the Government of Vietnam issued Decree 119/2020/ND-CP on penalties for administrative violations in journalistic and publishing activities.

A fine ranging from 15,000,000 VND to 30,000,000 VND shall be imposed for any of the following actions:

- Amend the license for journalistic activities;

- Failure to properly implement the content of the press license, except violations in point e clause 4 and point d clause 5 Article 8 hereof;

- Carry out journalistic activities without the license of MFA;

- Issue newsletter or special issue without a license;

- Violate regulations on requirements for the establishment of a representative office or assigning correspondents of the media organization;

- Foreign press, foreign representative bodies, foreign organizations in Vietnam carry out press or press-related activities without approval of the competent authority of Vietnam;

- The foreign media organization sets up its resident office in Vietnam without the written consent of the competent regulatory agency.
