Vietnam: Expansion of pilot issuance of judicial records via VNeID nationwide from October 1, 2024

The Prime Minister of the Government of Vietnam agrees with the proposal of the Ministry of Justice of Vietnam regarding the nationwide expansion of the pilot issuance of judicial records through the VNeID application from October 1, 2024, until June 30, 2025.

The Ministers and Heads of ministerial-level agencies are tasked with implementing the simplified plans approved by the Prime Minister of the Government of Vietnam under Decision 498/QD-TTg dated June 11, 2024, of the Prime Minister of the Government of Vietnam on approving the plan to cut down, simplify regulations and administrative procedures related to judicial records, ensuring quality, efficiency, and timely progress. Reports on the implementation results should be integrated into the monthly reports on the reform of administrative procedures and sent to the Office of the Government of Vietnam.

Simultaneously, the Ministry of Justice will lead and cooperate with the Ministry of Public Security and relevant localities to review, develop, and issue the business process for issuing judicial records through the VNeID application, completing it before October 1, 2024. It will also provide guidance, supervision, and inspection on the implementation; promptly address any difficulties and obstacles (if any).

Furthermore, the Ministry of Justice shall lead and cooperate with relevant ministries and agencies to review, amend, and supplement related legal provisions within the scope of state management by the Ministry, ensuring a sufficient legal basis for implementing the issuance of judicial records through the VNeID application nationwide, to be completed in the fourth quarter of 2024.

The Ministry of Justice of Vietnam will also lead and cooperate with the Ministry of Public Security and related ministries, agencies, and localities to summarize the implementation of the pilot issuance of judicial records through the VNeID application in July 2025.
