Vietnam: Classification of occupational skill level framework for national defense workers

On November 20, 2020, the Ministry of National Defense of Vietnam issued the Circular No. 142/2020/TT-BQP stipulating contents and methods of organization of examination and assessment of vocational skill level improvement; issue certificates of vocational skills and conditions for exemption from examination and assessment of occupational skills for national defense workers.

According to Article 5 of the Circular No. 142/2020/TT-BQP of the Ministry of National Defense of Vietnam, classification of occupational skill level framework for national defense workers is stipulated as follows:

- The occupational skill level framework has 7 levels, including: Low level: From level 1/7 to level 4/7; Advanced level: From level 5/7 to level 7/7;

- The occupational skill level framework has 6 levels, including: Low level: From level 1/6 to level 4/6; Advanced level: Level 5/6 and level 6/6;

- The occupational skill level framework has 5 levels, including: Low level: From level 1/5 to level 4/5; Advanced level: Level 5/5;

- The occupational skill level framework has 4 levels, including: Low level: From level 1/4 to level 3/4; Advanced level: Level 4/4;

- For occupations with a scale of 2 to 3 skill levels, there is no distinction between low or high level.
