On May 15, 2021, the Ministry of Public Security of Vietnam issued Circular 60/2021/TT-BCA stipulating the procedures for issuance, renewal, and re-issuance of Citizen ID cards
According to this circular, the principles for implementing the procedures for issuance, renewal, and re-issuance of Citizen ID cards in Vietnam are prescribed as follows:
- The procedures for issuance, renewal, and re-issuance of Citizen ID cards must comply with the provisions of Vietnam's Law on Citizen Identification and other provisions of law related to the grant and management of Citizen ID cards in Vietnam.
- To ensure fast, accurate, and timely issuance of Citizen ID cards, police agencies create the most favorable conditions for citizens when carrying out procedures for issuance, renewal, and re-issuance of Citizen ID cards.
- Officials performing the work of issuing, renewing, and re-issuing Citizen ID cards must be responsible for guiding and responding to citizens.
- Officials performing the work of issuing, renewing, and re-issuing Citizen ID cards regularly coordinate with competent agencies to update changes and supplement citizen information in the National Population Database to serve the needs of the public. the work of granting and managing Citizen ID cards.
- The police agency that receives the request for the issuance, renewal, or re-issuance of Citizen ID cards must not illegally copy the data on the issuance, exchange, or re-issuance of Citizen ID cards in the citizen identification records collection device.
Vietnam's Circular 60/2021/TT-BCA becomes effective on July 1, 2021, and replaces Vietnam's Circulars 11/2016/TT-BCA and 48/2019/TT-BCA.
