Vietnam: Circular 14/2021 guiding the determination of construction maintenance costs

On September 8, 2021, the Ministry of Construction of Vietnam promulgated Circular 14/2021/TT-BXD guiding the determination of expenses construction maintenance costs.

According to this Circular, construction maintenance costs are determined by cost estimates. Estimated project maintenance costs include:

- Costs for annual maintenance works specified under Point a Clause 3 Article 35 of Decree No. 06/2021/ND-CP are determined by multiplying percentage with construction costs and equipment costs

- Structure repair costs shall determine via estimates on structure repair costs consist of repair costs for construction components of structures, repair costs for structure equipment, and other relevant costs (if any).

- Cost for consulting services for construction maintenance: comply with the provisions of Circular 14/2021/TT-BXD of Vietnam for consulting works prescribed by the Ministry of Construction in the Circular promulgating construction norms.

- Other expenses according to Point d, Clause 3, Article 35 of Decree 06/2021/ND-CP determined by percentage norms (%) or making estimates according to the guidance of competent agencies.

- Maintenance management costs under responsibilities of owners or individuals managing, using structures.
