Vietnam: Children under 14 years old must have their parents' permission to join social networks

This is a new notable point of Decree No. 27/2018/NĐ-CP of Vietnam’s Government on amendments toDecree No. 72/2013/NĐ-CP on management, provision and use of internet services and online information.

Tasks of the technical system to establish social networking site are specified quite strictly in Decree No. 27/2018/NĐ-CP of Vietnam’s Government, specifically as follows:

- Registered members must provide personal information such as: Full name; date of birth; ID or passport number, date of issue, place of issue; phone number and email (if any).

- In case an Internet user aged less than 14 who has not obtained an ID or passport card, his/her legal guardian’s personal information shall be registered deemed as the permission and the guardian shall take responsibility for such registration.

Thus, in the near future, children under 14 years old participating in social networks must register their parents' information and that registration must be approved by their parents.

- Authorizing users via messages sent to their phone number or emails upon user registration or personal information change.
