This is the content promulgated by the Minister of Public Security of Vietnam in Circular 41/2022/TT-BCA dated October 27, 2022, regulating visitation; receipt and sending of letters, money, and gifts; telephone communication for students of reformatories and persons held in custody at correctional institutions.
The visitation house for students of reformatories and persons held in custody at correctional institutions in Vietnam is regulated as follows:
- Each reformatory or each branch of a reformatory (if there is a branch) must have a visitation house for Students; each correctional institution or each subsection of a correctional institution (if there is a subsection) must have a visitation house for persons held in custody built according to the design approved by the Ministry of Public Security of Vietnam, located at a convenient place for visitation activities and management.
The visitation house must be equipped with the necessary tools and equipment to facilitate visitations.
- The visitation house of a reformatory must display a sign saying "visitation house for Students," and the visitation house of a correctional institution must display a sign saying "visitation house for persons held in custody," along with a suggestion box for the relatives of students or persons held in custody to provide feedback and suggestions.
(Compared to Circular 43/2015/TT-BCA, the regulation on failing to collect fees per visit by relatives and the provision for allowing additional visitation time for students or persons held in custody have been annulled.)
Circular 41/2022/TT-BCA comes into effect from December 12, 2022 and replaces Circular 43/2015/TT-BCA.
