Vietnam: 06 main tasks to ensure the smooth transaction of property rights

Recently, the Prime Minister of Vietnam issued Decision 120/QD-TTg in 2021 approving the Project "Fully institutionalize the property ownership rights of organizations and individuals as stipulated in the 2013 Constitution, ensuring that property rights are traded smoothly, effectively enforced and protected."

According to Vietnam's Decision 120/QD-TTg, in order to closely follow the objectives, requirements, and guiding views of the Party and State on perfecting the institution of property ownership (rights to property) and ensure the legitimate rights and interests of organizations and individuals according to the 2013 Constitution, the Prime Minister of Vietnam has set out the following tasks and solutions:

  • Researching and surveying international experiences related to the law on property ownership and enforcement practices, focusing on non-traditional assets, digital data, and digital resources of state agencies, organizations, and individuals in the context of the Fourth Industrial Revolution;
  • Identifying problems and deficiencies in the legal system; proposing solutions to improve the legal system; increasing the efficiency of law enforcement on property ownership of organizations and individuals in a number of key areas;

  • Capacity building for organizations, individuals, cadres, and civil servants in law enforcement and dispute resolution over property ownership;
