Vietnam: 05 conditions for training institutions to provide improvement programs for transport officials

Recently, the Ministry of Transport of Vietnam issued Circular 04/2021/TT-BGTVT on eligibility of training, research facilities for providing improvement programs for transport officials.

According to the Circular, a training and research institution that organizes the implementation of training programs for public employees in the transport sector must satisfy the following conditions in Vietnam:

The training program must follow the standards of professional titles of transport officers and be designed according to the requirements of the job positions, knowledge, skills, and specialties of the transport officials;

  • Training materials must be compiled or selected and issued on the basis of the training program;
  • Lecturers: Must meet the prescribed standards on training and retraining lecturers for public officials and civil servants and must be sufficient to participate in teaching at least 50% of the volume of training programs assigned to organize and implement;

  • Facilities and practice facilities in Vietnam: There are enough classrooms, function rooms and necessary equipment to meet the requirements of theoretical teaching and practice of appropriate professional skills and sufficient information and materials, including: books, textbooks, lectures and relevant documents suitable to the training program;

  • Experience in organizing training and retraining: Training and research institutions must have at least 03 years of experience in organizing staff training or training at an intermediate level or higher.
