Vietnam: 03 requirements when installing cameras on vehicles of transport business from March 25, 2021

Recently, the Ministry of Transport of Vietnam issued Circular 02/2021/TT-BGTVT amending Circular 12/2020/TT-BGTVT stipulating the organization and management of transport activities by automobile and road transport support services.

According to Vietnam's Circular 02/2021/TT-BGTVT, transport business units must install cameras on transport business cars according to the provisions of Clause 2, Article 13, Clause 2, Article 14 of Vietnam's Decree 10/2020/ND-CP and ensure the following minimum requirements:

  • The data is stored at the camera installed on the vehicle in a standard video format (MP4 or H.264 or H.265) and accompanied by the minimum information including: vehicle registration number plate (vehicle control plate), location (coordinates), time; and video stored on the camera's memory card or hard drive with a minimum frame rate of 10 frames per second and a minimum resolution of 720p. The image on the camera must be clear in all lighting conditions (including at night);
  • Data from the camera is transmitted to the server of the transport business unit and the server of the Directorate for Roads of Vietnam in the image format according to the JPG standard and must have a minimum resolution of 640x480 pixels. In the event of a loss of transmission signal, the data from the camera must be sent back fully and accurately according to the regulations on the server right after the transmission line is back in operation;

  • The data recorded and stored at the camera installed on the vehicle and at the server of the transport business unit must not be deleted or changed during the storage period as prescribed.
