The Ministry of Finance promulgates Circular 60/2017/TT-BTC guiding the policies for the management, use, payment, and settlement of funds for road management and maintenance.

The following expenses are added to the list of expenditures that can be covered by road management and maintenance funds:

- Expenses for purchasing inspection uniforms;- Expenses for inspections, monitoring, and quality control of road constructions;- Expenses for purchasing and repairing vehicles and equipment directly serving the state management work on road maintenance activities;- Expenses for repairing and renovating road maintenance stations;- Expenses for inspection activities and checking road traffic infrastructure;- Expenses for the application of technology and leasing or purchasing technology products and services;- Expenses for constructing speed bumps and installing danger warning signs at railway-road intersections;- Expenses for purchasing and repairing vehicles and equipment used for river crossings (self-propelled ferries, steel ferries, and towing canoes).
