Urgent deployment of measures to ensure school safety in Vietnam

To ensure school safety, the Minister of Education and Training requests the Directors of the Departments of Education and Training in provinces and centrally-run cities urgently implement the following tasks:

- Direct educational institutions to develop plans and organize the full and strict implementation of the contents of  Circular 18/2023/TT-BGDDT, Circular 45/2021/TT-BGDDT and Circular 06/2022/TT-BGDDT.

Ensure the safety of infrastructure and schools, and strictly implement the requirements of the Ministry of Education and Training as stated in Official Dispatch 3455/BGDDT-CSVC dated September 8, 2020.

Proactively coordinate with local specialized agencies to review the school's infrastructure and classrooms and evaluate the quality of the facilities.

Ensure full compliance with regulations on a safe educational environment as stipulated in Decree 80/2017/ND-CP.

Resolutely refrain from using facilities that have expired and do not meet safety regulations, and promptly report to the competent authorities to plan for renovation, repair, upgrade, or new construction.

Ensure school safety in the face of natural disasters. When natural disasters occur, regularly monitor the rainfall and flood situation, maintain close contact with local rescue forces to respond promptly to any incidents.

Direct educational institutions to develop plans to ensure the safety of teachers and students when they come to school.

Proactively take measures to prevent flooding, develop plans to ensure the safety of school facilities and trees within the school premises, and relocate teaching equipment, materials, and documents to higher floors or to a place without the risk of flooding to avoid damage.

- Educate students on knowledge and skills in accident prevention, fire prevention, firefighting, rescue, and emergency response.

Strengthen education, equip, and guide students on knowledge and skills in preventing injuries, traffic accidents, drowning, falls, etc., and protect against social issues infiltrating schools, with a focus on preventing school violence.

Enhance inspections and monitoring of high-risk points such as fire and explosions, flooding, and landslides in educational institutions, especially dormitories, hostels, and laboratories.
