Updated regulations on making estimates, using budgets, and make statements of state budget for science and technology tasks in Vietnam

Circular 65/2024/TT-BTC has amended and supplemented Clause 1, Article 2 of Circular 03/2023/TT-BTC regarding the regulations for making estimates, using budgets, and make statements of state budget for science and technology tasks in Vietnam as follows:

The budget estimation norms for state budget funds stipulated in Circular 03/2023/TT-BTC are the maximum norms applied to national-level science and technology tasks utilizing state budget funds;

Based on the regulations in Circular 03/2023/TT-BTC, Ministers, Heads of ministerial-level agencies, agencies under the Government of Vietnam, other central agencies (hereinafter referred to as ministries, central agencies) shall specify contents and specific expenditure levels for their affiliated agencies and units to implement in accordance within the scope of the allocated budget estimation and other lawful funding sources;

People's Committees of provinces and centrally-affiliated cities (hereinafter referred to as Provincial People's Committees) shall present to the People's Councils of provinces and centrally-affiliated cities (hereinafter referred to as Provincial People's Councils) the regulations on contents and expenditure levels for implementing science and technology tasks within the local management scope to be appropriate with the actual situation and capability of local budget balance, but not exceeding the norms stipulated in Circular 03/2023/TT-BTC;

Based on task requirements and actual circumstances, Provincial People's Committees shall present to Provincial People's Councils to decide on some specific expenditure tasks in the localities outside the contents and expenditure norms specified in Circular 03/2023/TT-BTC to implement socio-economic development tasks, ensuring order and social safety in the area effectively, in line with the local budget balancing capability conformable to the Law on State Budget 2015 and guiding documents.
