On November 8, 2024, the Minister of Industry and Trade of Vietnam issued Circular 24/2024/TT-BCT amending Circular 27/2014/TT-BCT regulating the transit of goods from Cambodia through Vietnam.
Amendments and supplements to the regulations for the transit of goods from Cambodia through Vietnamese territory effective from December 25, 2024, are as follows:
(1) Methods of Submitting Applications
Including direct submission, via postal mail, or online at the Ministry of Industry and Trade's Public Service Portal.
(2) Extension of Transit Time for Goods
- The extension of transit time for goods is considered and resolved by the licensing authority for goods in transit with a permit and by the Customs authority for goods in transit without a permit according to lawful provisions.
- Each extension shall not exceed 30 (thirty) days and a maximum of 3 (three) extensions.
(3) Consumption of Transit Goods
For goods stored in warehouses in Vietnam or damaged, lost, or if transport vehicles carrying transit goods are damaged during the transit, requiring additional time for storage, repair of damages, or loss recovery, the transit time will be extended corresponding to the time necessary to perform these tasks.
In force majeure situations as stipulated in Clause 2, Article 12 of Circular 27/2014/TT-BCT, the owner shall submit an application for permission to consume transit goods online at the Ministry of Industry and Trade's Public Service Portal or directly, or by postal mail to the Import and Export Department (Ministry of Industry and Trade), address: 54 Hai Ba Trung, Hoan Kiem District, Hanoi, Vietnam. The documents include:
- Application for permission to consume transit goods: 01 original copy (according to the form specified in Appendix V issued with Circular 24/2024/TT-BCT).
- Previously issued goods transit permit: 01 copy (with signature confirmation and stamped by the shipper to match the original), if it is goods in transit with a permit.
- Documents proving a force majeure situation for the transit goods requested to be consumed in Vietnam.
