On October 29, 2024, the Ministry of Health of Vietnam issued Circular 24/2024/TT-BYT amending Circular 16/2020/TT-BYT regarding the criteria and guidelines for awarding the Hai Thuong Lan Ong prize for traditional medicine and pharmacy.
Circular 24/2024/TT-BYT has amended and supplemented Article 3 of Circular 16/2020/TT-BYT regarding the 8 principles for awarding the Hai Thuong Lan Ong Prize in traditional medicine and pharmacy in Vietnam:
(1) Accuracy, openness, transparency, fairness, promptly.
(2) Gender equality in the awarding of the prize.
(3) Emphasis on prioritizing individuals who are direct workers and have many innovations in labor, work; achievements obtained under difficult conditions and having large-scale influence.
(4) Do not propose to award the Hai Thuong Lan Ong Prize to individuals currently under disciplinary actions at the level of reprimand or higher, or administrative penalty periods related to medical examination and treatment; involved in cases under consideration for disciplinary action by competent authorities; under investigation, inspection, or signs of legal violation; subject to complaints or denunciations under verification, handling; involved in corruption or negative activities reported by media being clarified.
In cases where competent authorities have verified and clarified that there is no connection to violations of discipline or law as regulated in this clause; individuals continue to contribute and achieve outstanding accomplishments in traditional medicine and pharmacy, combining traditional and modern medicine and pharmacy are considered for the award according to the regulations.
(5) Individuals involved in multiple fields of work can only choose one field to propose for the award.
(6) Individuals receiving wages and participating in annual commendation assessment at any unit should propose for the award at that unit. If an individual does not receive a salary from the state budget, they shall propose through the Professional Association in the field of traditional medicine and pharmacy where they work.
(7) Do not require applying the standards for scientific and technological tasks, initiatives for individuals working in border areas, at sea, on islands, in specially difficult socio-economic conditions, as stipulated by the Government of Vietnam and working in detention facilities, compulsory education institutions, compulsory rehabilitation centers, reformatory schools.
(8) The Hai Thuong Lan Ong Prize is awarded once to eligible subjects according to the regulations, not posthumously awarded.

Award proposals for the Hai Thuong Lan Ong Prize submitted before December 14, 2024, shall continue to follow the regulations in Circular 16/2020/TT-BYT dated October 29, 2020, issued by the Minister of Health of Vietnam on standards and guidelines for awarding the Hai Thuong Lan Ong Prize in traditional medicine and pharmacy.
