On December 31, 2024, the Minister of Information and Communications of Vietnam promulgated Circular 24/2024/TT-BTTTT amending and supplementing a number of articles of Circular 36/2016/TT-BTTTT which prescribes in detail the licensing for activities and reporting policies concerning print, audio, and visual press types and Circular 41/2020/TT-BTTTT, detailing and guiding the issuance of operations licenses for print newspapers, printed journals, electronic newspapers, electronic journals, additional publications, implementing press types, opening specialized sections of electronic newspapers and electronic journals, publishing supplements, publishing newsletters, and special edition publications.
Amendments and supplements to certain provisions of Circular 36/2016/TT-BTTTT detailing the licensing of operations and reporting policies for broadcast and television journalism are as follows:
- Replace Form No. 4 issued in conjunction with Circular 36/2016/TT-BTTTT with Form No. 01 attached to Circular 36.
- Abolish the phrase "Copy of valid Journalist Card" in Clause 1, Article 5.
Simultaneously, amend and supplement certain provisions of Circular 41/2020/TT-BTTTT detailing and guiding the issuance of licenses for print newspapers, print magazines, electronic newspapers, electronic magazines, the publication of additional editions, the establishment of journalistic types, the opening of special pages on electronic newspapers and magazines, the publication of supplements, the publication of newsletters, and the publication of special issues as follows:
Replace Form No. 04 issued in conjunction with Circular 41/2020/TT-BTTTT with the detailed guidelines for the issuance of licenses for print newspapers, print magazines, electronic newspapers, and electronic magazines, publishing additional editions, establishing journalistic types, opening special pages on electronic newspapers and magazines, publishing supplements, publishing newsletters, publishing special issues.
- Agencies of the Communist Party, state agencies, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations, and religious organizations at the provincial level or higher, operating legally according to the laws of Vietnam, are authorized to establish press agencies.
- Higher education institutions as defined by the Higher Education Law; scientific research organizations, and scientific research and technology development organizations organized in the form of academies or institutes under the Law on Science and Technology; provincial hospitals or higher are authorized to establish scientific journals.
