The Minister of Transport of Vietnam promulgates Circular 51/2024/TT-BGTVT National Technical Regulation on Road Signs (QCVN 41:2024/BGTVT).

Update of QCVN 41:2024/BGTVT on road signaling in Vietnam

This regulation standardizes road traffic signs, including traffic signal lights; road signs; road markings and other markings on the road surface, guideposts, protective walls, barriers, reflective markings, reflective stakes, kilometer markers, H-markers; and road traffic signaling sound devices.

This regulation applies to road traffic signs for all roadways within the Vietnam road network, as well as roads that are part of the international road network agreements to which Vietnam is a signatory (GMS-CBTA Agreement, agreements within ASEAN, and other international agreements) - hereafter referred to as external routes.

This regulation applies to road users on the Vietnam road network and organizations or individuals related to the management, investment in construction, protection, maintenance, operation, and use of road transport infrastructure.

Order of Effectiveness of Signaling Systems in Vietnam

According to QCVN 41:2024/BGTVT, the order of effectiveness of the signaling system is specified as follows:

- When the signaling methods with different meanings are simultaneously arranged in one area, road users must comply with the road signs in the following order of priority from top to bottom:

+ Orders of traffic controllers;

+ Traffic signal lights;

+ Road signs;

+ Road markings and other markings on the road surface;

+ Guideposts, protective walls, barriers, reflective markings, reflective stakes, kilometer markers, H-markers;

+ Sound signaling devices.

- When a fixed road sign is already in place at one location and another temporary road sign is set up with different meanings, road users must follow the order of the temporary road sign.

Circular 51/2024/TT-BGTVT takes effect from January 1, 2025.
