Recently, the Government of Vietnam has issued the Decree No. 133/2020/NĐ-CP detailing the implementation of a number of articles of the Law on execution of criminal judgments of Vietnam.
According to Article 13 of the Decree No. 133/2020/NĐ-CP of Vietnam’s Government, places of detention shall organize teaching literacy programs for inmates who are illiterate or re-illiterate. For inmates who are under the age of 18 who are illiterate or have not completed primary school, universalization of primary education is compulsory; for those who have not completed lower secondary education, based on the inmate's records and academic records, the teaching of continuing education programs at the lower secondary level shall be organized in accordance with the conditions of the units. Inmates are encouraged to self-learn Vietnamese culture, encouraging inmates who are foreigners or ethnic minorities who do not know Vietnamese to study Vietnamese. Inmates who are studying culture, but when their prison term expires, their academic results will be preserved so that they can continue their studies at educational institutions in the national education system.
Note: The time for inmates to study culture is arranged one day a week as decided by the head of the inmate detention facility, except on Sundays, holidays and New Year's.
