Unexpected bonus regime for military officers in Vietnam from December 25, 2024

On November 11, 2024, the Minister of National Defense of Vietnam issued Circular 95/2024/TT-BQP guiding the implementation of bonus policies for salary recipients from the state budget under the management scope of the Ministry of National Defense.

Unexpected bonus regime for military officers in Vietnam from December 25, 2024

(1) Reward Criteria

Subjects prescribed in Clause 1, Clause 2, Article 2 of Circular 95/2024/TT-BQP are entitled to special rewards when achieving unexpected accomplishments in situations not predicted in advance, occurring outside planned activities or beyond regular duties assigned to individuals.

(2) Level of Special Rewards

- The reward level for the cases stipulated in (1) is implemented according to the special reward regulations of the Ministry of National Defense.

- In cases where individuals achieve unexpected accomplishments as prescribed in (1), if they are considered by the competent authority to be promoted in military rank or have their salary grade advanced ahead of schedule but have already held the highest military rank for the assigned position or title, or have held the final salary grade in the current salary type or group, or if retaining the unexpected accomplishment does not allow for sufficient time for promotion or salary advancement before the deadline, or simultaneously have other achievements qualifying for promotion or salary advancement before the deadline, they shall be considered for an additional reward equal to one month's salary used as the basis for social insurance contributions at the time of the accomplished task.

- In cases where engaging in one task qualifies for multiple reward levels, only the highest reward level is granted.

(3) The special reward regime does not apply to subjects who receive commendations according to the provisions of the Law on Emulation and Commendation 2022 with the following forms: Merit commendation; commendation for emulation movements; commendation for service contributions; commendation for seniority; external commendations; commendations in preliminary and final reviews of thematic campaigns or regular task executions.
