Below is the content at Resolution 165/NQ-CP dated December 20, 2022 on tuition fees for public educational and training institutions for the academic year 2022-2023 promulgated by the Government of Vietnam.

According to Vietnam's Resolution 165/NQ-CP, the Government of Vietnam requires the tuition fee rate to remain stable for the 2022-2023 school year, as it did for the 2021-2022 school year, specifically:

- For Vietnam's public preschools and general education institutions:

+ Educational institutions that have been unable to cover their own operating expenses: to maintain a stable tuition fee collection rate for the 2022–2023 school year equal to the tuition fee rate for the 2021–2022 school year issued by the Provincial People's Council and applied locally.

In case the locality increases tuition fees for the 2022–2023 school year, the local budget will ensure the additional difference compared to the tuition fee collection for the 2021–2022 school year.

+ Educational institutions' self-financing of ongoing expenses; educational institutions' self-financing of ongoing and capital expenditures:

The educational institution shall establish the tuition fee collection rate on the basis of economic, technical, and cost norms and submit it to the People's Committee for requesting approval from the provincial People's Council.

+ Encourage localities to allocate budgets to increase recurrent expenditures for educational institutions.

- For higher education institutions and public vocational education institutions in Vietnam:

Stabilize the tuition fee for the school year 2022–2023 at an equal rate to the tuition fee rate for the school year 2021–2022 issued by educational institutions under Decree 81/2021/ND-CP.
