To urgently submit the Decree amending Decree 44/2014 on land prices in Vietnam

The Ministry of Natural Resources and Environment of Vietnam will take the lead and coordinate with relevant agencies and local authorities in Vietnam:

- Urgently complete the inspection and evaluation of the land use plan implementation in 63 provinces and centrally-run cities, reporting to the Government of Vietnam to present to the National Assembly at the upcoming session; complete regulations on environmental impact assessment to implement infrastructure investment projects and socio-economic development.

Take the lead in evaluating the situation after one year of implementing the Prime Minister's directives on overcoming environmental pollution, proposing comprehensive and decisive solutions to effectively solve the pollution of the Bac Hung Hai irrigation system. Strengthen forecasting and warning of natural disasters and climate change.

- Accelerate the procedures for exploiting construction materials in accordance with the Prime Minister's requirements in Official Telegram 573/CD-TTg in 2023; monitor and urge local authorities to comply with the guidelines of the Ministry of Natural Resources and Environment, and not impose additional conditions, requirements, or administrative procedures that create difficulties for contractors.

- Study and propose amendments to relevant legal provisions, especially the Mineral Law, to facilitate the licensing and exploitation of soil and stone as leveling materials, aligning with usage purposes and meeting practical requirements, serving the construction of transportation works.

- Urgently complete and submit to the Government of Vietnam to promulgate a Decree amending and supplementing Decree 44/2014/ND-CP on land prices in accordance with the Government of Vietnam's directives in Resolution 74/NQ-CP in 2023.

According to Resolution 74/NQ-CP, tasks were assigned to advise and submit to the Government of Vietnam to promulgate a Decree amending and supplementing Decree 44/2014/ND-CP, stipulating the method for land price determination; construction, adjustment of the land price framework, and land price list; specific land valuation and land price determination consultancy activities in a streamlined procedure to amend, supplement the procedure for specific land price determination when the provincial People's Committee delegates authority to the district-level People's Committee to decide on specific land prices, for submission to the Government of Vietnam in the second quarter of 2023.
