To urgently review problems related to fire safety in construction investment in Vietnam

In order to ensure full compliance with the provisions of the law on fire prevention and fighting, and at the same time effectively serve the investment, production, and business activities of people and businesses, the Prime Minister requests the Ministry of Construction to perform the following tasks:

Assume the prime responsibility for, and coordinate with the Ministry of Public Security and other ministries, branches, and localities in, urgently reviewing, promptly detecting difficulties and problems related to fire prevention and fighting in the construction of houses and works, production, and business activities of people and enterprises;

After that, clarify the cause to have additional solutions, amend according to its competence immediately the standards and technical regulations, ensuring that they are suitable with the reality of Vietnam, creating the most favorable conditions for construction investment, production, and business activities.

At the same time, resolutely reduce unnecessary administrative procedures to fully meet the requirements of fire prevention and fighting and report the implementation results to the Prime Minister before April 30, 2023.

Promote reform of administrative procedures in the field of fire prevention and fighting

Specifically, according to Official Telegram 220/CD-TTg dated April 5, 2023, the Government requested the Ministry of Public Security to step up reform and drastically cut down administrative procedures in the field of fire prevention and fighting, to meet the practical requirements of socio-economic development.

At the same time, assume the prime responsibility for, and coordinate with the Ministry of Construction and ministries, branches, and localities in, performing the following work contents:

- Review policies and laws on fire prevention and fighting to promptly amend and supplement them according to their competence, or propose competent authorities to amend and supplement them;

- Classify in detail according to groups of works and facilities that have difficulties and problems in overcoming them after inspection and review;

Proactively, promptly answer, provide complete and specific instructions on regulations and solutions to agencies, organizations, enterprises, and people to overcome overall violations and shortcomings in fire prevention and fighting of works and facilities, effectively serving construction investment, production, and business activities.

Time to complete the work: Before April 30, 2023.
