On September 15, 2023, the Ministry of Construction issued Official Dispatch 4157/BXD-QLN on strengthening the implementation of legal regulations on construction for individual houses, multi-storey buildings and multi-apartment buildings in Vietnam.
To protect people's lives and property, contribute to ensuring security, order, and social safety in residential areas, the Ministry of Construction requests the People's Committees of provinces and centrally run cities to direct the Department of Construction to coordinate with local authorities to urgently carry out the following tasks:
- Continue to implement the contents stated in Official Dispatch 2937/BXD-QLN dated June 18, 2020, of the Ministry of Construction.
- For completed multi-storey and multi-apartment individual housing projects, it is necessary to urgently review all of these projects to detect violations of construction orders, especially violations of fire prevention and fighting; Have a solution to separate the parking area from the living area and have a separate escape route; Invest in appropriate fire prevention and fighting equipment; Arrange healthy and experienced people to manage and operate the building, and strictly handle violations by relevant organizations and individuals according to the provisions of the law.
- For the above projects, when newly built, local competent agencies must strictly control compliance with legal regulations on planning, construction, fire prevention, and fighting, manage the issuance of construction permits, quality management, and construction order management according to regulations.
- Direct the authorities to strengthen inspection and examination to detect and strictly handle violations of construction orders, fire prevention, and fighting by relevant organizations and individuals.
