On October 30, 2024, the Prime Minister of the Government of Vietnam issued Directive 36/CT-TTg for the implementation of Resolution 132/2024/QH15 concerning the supplementation of the state budget revenue estimate for 2022 and the approval of the state budget finalization for 2022.
To rectify and strengthen discipline in complying with the law on management, use, and settlement of the state budget, the Prime Minister of the Government of Vietnam requires the relevant units to pay attention to implementing additional tasks as specifically stipulated in Directive 36/CT-TTg of 2024.
In which, the Ministry of Finance of Vietnam has been assigned to perform several tasks as follows:
- Regarding the formulation, management, use, and settlement of the state budget:
+ Closely monitor and evaluate the progress of state budget revenue and expenditure (including revenue and expenditure with source transfer) to organize the issuance of government bonds to ensure savings and efficiency. Strictly manage borrowing and repayment of principal and interest on loans, control state budget deficits and public debt to ensure national financial security and macroeconomic stability.
+ Urgently research, amend, and supplement State Budget Law 2015 and related laws to shorten the process and time for annual state budget settlement in line with the requirements of National Assembly resolutions.
- Regarding the implementation of conclusions and recommendations of the State Audit Office of Vietnam:
Lead and encourage ministries, central agencies, and local governments to report on the implementation of recommendations by the State Audit; collectively summarize and report on the implementation results of the State Audit's recommendations to the Government of Vietnam, and the National Assembly along with the report on the state budget settlement for 2023 as prescribed.
At the same time, the Prime Minister of Vietnam also requires the Ministry of Finance of Vietnam to lead, summarize, and implement Directive 36/CT-TTg in 2024; Based on reports from ministries, central agencies, and local authorities, to summarize and report to the National Assembly on implementation results when submitting the state budget settlement for 2023.
