One of the tasks set out is to complete the establishment and assessment and strive to obtain basic approval for all plans by 2023; urgently issue the Plan for effective implementation of the Electricity Planning VIII, national sectoral plannings, and approved provincial plannings.

Focus on reviewing and resolving institutional and policy bottlenecks to unlock and effectively utilize resources, potentials, and advantages; promptly identify any shortcomings, contradictions, overlaps, gaps, and obstacles in legal regulations for issuance under authority or propose to competent authorities for amendment, supplementation, and improvement.

Urgently draft and finalize detailed regulations and measures for implementing the laws passed by the XV National Assembly during the 6th Session, ensuring their effectiveness simultaneously with the effectiveness of the laws and avoiding any legal loopholes.

Pay attention to the organization of law enforcement, focusing on enhancing the capacity of law enforcement for officials, public servants, civil servants, enterprises, and the people.

To proactively form and implement regulations for the new salary regime in Vietnam

The government requests the organization of the year-end review for 2023, assessing the achieved results, what is new, different, and more effective compared to 2022, existing limitations, causes, and lessons learned, and setting forth practical and effective directions, tasks, and key solutions for 2024, striving to ensure higher achievement or completion of the set objectives and targets.

Deputy Prime Minister Le Minh Khai directs the Government Office and Vietnam Television to prepare a visual report on the results of the work in 2023 and prepare the Speech of the General Secretary at the Year-End Conference of 2023.

The Ministries of Home Affairs, Finance, Labor - Invalids, and Social Affairs, according to their functions and tasks, proactively develop specific regulations and work to implement the new salary regime from July 1, 2024, as concluded by the Central Committee and the Resolution of the National Assembly, ensuring quality, effectiveness, and compliance with the prescribed schedule.
