To submit the decree guiding the Law on Implementation of Grassroots-level Democracy before April 2023 in Vietnam

Ministry of Home Affairs of Vietnam issued Decision 32/QD-BNV dated 19/01/2023 on the program of development of legislative documents in 2023.

According Vietnam's Decision 32/QD-BNV, implementing the program to develop a number of legal documents in 2023, for example:

- A Decree guiding the Law on Implementation of Grassroots-level Democracy;

- A Decree guiding the Law on Emulation and Commendation 2022;

- A Decree detailing the order and procedures for consideration and awarding and posthumously conferring the "Glorious Youth Volunteer Medal";

- A Circular guiding the Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation 2022;

- A Circular of the Minister of Home Affairs guiding the organization and operation of villages and residential quarters;

In addition, the Program also developed a number of legal documents in the field of salary, including:

- A Decree stipulates the base salary for cadres, civil servants, public employees, and the armed forces;

- A Circular guiding the implementation of the base salary for salary and allowance beneficiaries in agencies, public non-business units of the Party, State, socio-political organizations and associations;

- A Circular guiding the adjustment of monthly allowances for commune officials who have quit their jobs under Decision 130-CP in 1975 and Decision 111-HDBT in 1981;

A Circular annuls Circular 03/2008/TT-BNV guiding the implementation of consideration for rank promotion without examination for cadres, civil servants, and public employees who have announced their retirement;
