Studying regulations on civil servant payroll when decentralizing registration management before May 31, 2023 in Vietnam is the notable content specified in Notice 3239/TB-VPCPe May 8, 2023 on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to review the draft Decree amending the Decree 139/2018/NĐ-CP on business of motor vehicle inspection services.

Regarding the content of regulations on the responsibilities of agencies, the Deputy Prime Minister of Vietnam requested:

- The Ministry of Home Affairs and the Ministry of Transport shall study regulations on staffing of cadres, civil servants, and public employees for localities when decentralized to do state management of automobile registration activities, completed by May 31, 2023.

- Assign the Ministry of Finance of Vietnam to issue inspection service prices on the basis of correct calculation and full cost calculation according to the market mechanism (coordinating with the Ministry of Justice to report to the Prime Minister for consideration and application of simplified orders and procedures);

- The Ministry of Transport promulgates regulations on the responsibilities of agencies and units in designing, appraising, approving, and accepting vehicle conversion activities in accordance with the law.

Study the inspection cycle with non-transportation vehicles, personal vehicles, and transport business vehicles.

In order to synchronize when promulgating the Decree amending Decree 139/2018/ND-CP, the Deputy Prime Minister requested the Ministry of Transport study the inspection cycle for non-transportation vehicles, personal automobiles, and transport business vehicles to ensure reasonable and safe operation (in which the study stipulates the inspection cycle according to the number of kilometers used to replace the criterion of vehicle use time).

In addition, the Ministry of Transport of Vietnam also needs to study and propose additional regulations on:

- Responsibilities of vehicle owners, vehicle warranties, and maintenance units between two inspection periods; The results of vehicle warranty and maintenance (ensure technical safety and environmental protection) between the two inspection periods are the basis for vehicle inspection.

- Business conditions for warranty and maintenance services for road motor vehicles.
