Content mentioned at Directive 28-CT/TW in 2023, on strengthening the care, education, and protection of children to meet the requirements of developing a prosperous and happy country, issued by the Central Executive Committee.

To strengthen the protection of children from harmful information on the internet in Vietnam

The Politburo has requested Party committees and organizations at all levels to enhance the effectiveness of implementing policies on nurturing, caring for the health, education, entertainment, cultural activities, arts, physical education, sports, and tourism for children, especially those in special circumstances, difficult areas, deep and remote regions, from their early years to adulthood.

Continue to promote early childhood education for children under 5 years old; develop a comprehensive system of welfare and social services for children that is interconnected, high-quality, and easily accessible. Build a safe, healthy, and friendly family, school, and social environment that ensures children have opportunities for physical, mental, character, talent, and intellectual development.

Strengthen coordination between families, schools, and society, raise the responsibility of families and schools; focus on moral education, lifestyles, life skills, and prepare children to live responsibly and fulfill their duties to their families, schools, communities, society, and their homeland according to their age.

Strengthen the protection of children from harmful information on the internet and in society, and address issues that affect their comprehensive development; prevent children from engaging in work that affects their learning, health, physical, intellectual, and mental development; develop a child-friendly and child protection-friendly legal system. Develop cultural, literary, artistic, and educational products that are healthy, appropriate, and of high quality for children.

In addition, improve policies, laws, standards, and procedures for accessing basic social services for children that are suitable for the new period.

Renew the mechanism and policy of socialization, encourage and mobilize organizations, businesses, individuals, and society to participate and coordinate well in implementing policies, objectives, targets, solutions, models of care, education, and protection of children.

Ensure the leading role of the state budget, allocate resources reasonably in implementing policies for children; increase investment in infrastructure, welfare facilities, social services, healthcare, education, entertainment, cultural activities, arts, physical education, and sports for children, especially in economically and socially difficult areas, particularly disadvantaged areas, ethnic minority areas, border areas, seas, and islands.
