On December 21, 2023, the Prime Minister of Vietnam issued a Directive 31/CT-TTg on strengthening the management of traffic order and safety for students in the new situation.
Currently, the situation requires more resolute measures to prevent and minimize traffic accidents involving students and build a culture of voluntary compliance with traffic laws among students, the future generation of the country. Therefore, the Prime Minister requests:
Ministers, heads of ministerial agencies, government agencies, and chairpersons of provincial and centrally-run city People's Committees must identify ensuring traffic order and safety for students as a very important task and one of the top priorities in overall traffic order and safety work. This task is both urgent and strategically significant, and must be implemented resolutely, persistently, regularly, and continuously to protect and develop a future generation of citizens who have a civilized traffic culture and contribute to the sustainable development of the country.
Each ministry, sector, and locality, according to its functions and tasks, must review their programs and plans and strictly and effectively implement the Party's and State's directives on ensuring traffic order and safety. They must clearly define the contents, measures, and responsibilities for ensuring traffic order and safety for students that are appropriate to the characteristics of each locality.
The chairpersons of People's Committees at all levels are responsible for ensuring traffic order and safety for students in their respective areas. They should review and handle the responsibilities of the leaders of local authorities if complex situations related to traffic order and safety for students occur due to a lack of leadership, direction, inspection, monitoring, or incomplete implementation of duties and tasks within their management scope.
