To solve problems regarding the supply of common construction materials for the East North - South Expressway Project in Vietnam

To ensure the progress and quality of the project, the Prime Minister of Vietnam requested:

- Ministers of Ministries and Presidents of People's Committees of provinces and cities with projects passing through thoroughly grasp and strictly implement the Resolutions, Official Telegrams and Notice of Conclusions of the Government and Prime Minister to have drastic solutions, promptly and effectively remove difficulties and obstacles in the exploitation and supply of construction materials for investment projects in highway construction.

- Presidents of People's Committees of Provinces and Cities where the project passes and has a common building material mine in the project file:

+ Urgently inspect affiliated agencies and units in carrying out procedures related to mining new mines and increasing the capacity of conventional construction material mines being exploited for the Project;

Direct the functional agencies of the province and local authorities to promptly handle the mining registration procedures submitted by the Contractors in accordance with the instructions of the Ministry of Natural Resources and Environment, completed before June 30, 2023.

At the same time, do not place additional requirements, conditions, or administrative procedures that cause difficulties for contractors and investors.

+ Urgently coordinate with investors in projects to review and increase the capacity of licensed quarries, sand mines, and land mines, which are being exploited in the area, to meet the needs and construction progress.

- Directing departments, branches, and People's Committees of districts and towns to strengthen state management, support relevant units in negotiating transfer prices, lease of land use rights, compensation for trees and crops, etc. for new mines included in the survey of construction materials for the project, ensure compliance with the compensation price level prescribed by the state, avoid situations of raising prices, price squeezing, etc.

- The Minister of Transport established a Working Group consisting of leaders of the Ministries of Natural Resources and Environment, Construction, Agriculture and Rural Development, and Public Security (as a member of the State Steering Committee for important national and key transport projects and works) and relevant agencies to urgently inspect and work with provinces and cities in the project area to promptly handle related problems;

Report to the Prime Minister of Vietnam before July 15, 2023.
