To select organizations and individuals to perform national science and technology tasks using the state budget of Vietnam

Circular 20/2023/TT-BKHCN regulates the selection and direct assignment of organizations and individuals to perform national-level science and technology tasks using state budgets in the form of science and technology projects, experimental production projects, and scientific projects.

Tasks funded and supported by funds in the field of science and technology are not within the scope of Circular 20/2023/TT-BKHCN.

Circular 20/2023/TT-BKHCN applies to organizations and individuals engaged in science and technology activities, state agencies, and other relevant organizations and individuals.

Conditions for participating in selection to perform national science and technology tasks using the state budget

- Organizations with legal status and activities consistent with the requirements of the task have the right to register to participate in the selection process for performing the task.

- Individuals registering to participate in selection as task leaders must simultaneously meet the following requirements:

+ Have a university degree or higher

+ Have expertise in the field of science and technology consistent with the content of tasks and activities in this field in the last 05 years, up to the deadline for submitting the application;

+ Have the ability and ensure time to organize and carry out tasks;

+ Cases different from the above requirements shall be decided by the Minister of Science and Technology.

In addition, Circular 20/2023/TT-BKHCN also clearly states that cases are ineligible to register to participate in the selection of national-level science and technology task leaders using the state budget.
