This is the content of Official Dispatch 3106/BYT-TCCB dated May 23, 2023 on evaluating the management mechanism and organizational model for the district health center in Vietnam.
According to Official Dispatch 3106/BYT-TCCB, the Ministry of Health of Vietnam said: In the past, localities across the country have implemented the consolidation of district-level medical centers according to the guidelines of the Ministry of Health. As of April 30, 2023:
(1) Regarding the organizational model: There are 61/63 provinces and cities that have implemented the multi-functional medical center model according to the guidance in Circular 07/2021/TT-BYT on the basis of merging 03 non-business units in the district-level area (Center for Population - Family Planning, District Health Center, District General Hospital); 02/63 provinces are still keeping the model of Population Center - Family Planning at the district level (Ha Giang, Phu Tho).
(2) Regarding the management mechanism: 59/63 provinces and cities stipulate that the district health center is a public non-business unit under the Department of Health; There are 04/63 provinces and cities that prescribe the district health center as a non-business unit directly under the district-level People's Committee (Binh Phuoc, Ha Tinh, Ho Chi Minh City, and Ha Nam); 63/63 provinces and cities have defined commune, ward, and township health stations as medical units under district-level health centers;
On November 13, 2021, the 15th National Assembly of Vietnam issued Resolution 41/2021/QH15 with the following content:
"In 2022, completely solve the decentralization of management for the system of district-level health centers and commune-level health stations in the direction of assigning the district-level People's Committees to manage in places where conditions are eligible.
according to the regulations of the Ministry of Health"; At the same time, in the past, the Ministry of Health of Vietnam has also received comments related to the content of "District Health Center is a public health service unit directly under the Department of Health or under the People's Committee of the district";
To ensure the consistency of responsibility and authority at all levels in the management of district-level health centers according to the provisions of law; The Ministry of Health respectfully requests the People's Committees of the provinces and centrally-run cities to urgently review and give opinions on the following contents:
(1) Assess the current situation of the organizational model and management mechanism for the local district-level Health Center;
(2) Advantages, difficulties, and inadequacies in the implementation process;
(3) Proposals and recommendations on the organizational model and management authority for the district-level Health Center.
The Ministry of Health requested the People's Committees of the provinces and centrally-run cities to report the above contents to the Ministry of Health before May 30, 2023, for the Ministry of Health to summarize and report to the National Assembly and the Government.
