To review and update the treatment plan for COVID-19 patients in Vietnam

On April 17, 2023, the Ministry of Health of Vietnam issued Official Dispatch 2213/BYT-KCB on strengthening the collection and investigation of Covid-19 cases.

To review and update the treatment plan for COVID-19 patients in Vietnam

Specifically, the Ministry of Health of Vietnam requested the Directors of Health Services of the provinces and centrally-run cities, Directors of Hospitals and Institutes with hospital beds under the Ministry, and Heads of Health of Ministries and branches to review, evaluate, and urgently implement some of the following solutions:

- Reviewing and updating the plan for collecting and treating COVID-19 patients in the province and the unit according to the principle of 4 on the spot; assigning a specific number of beds to treat COVID-19 patients to each unit in Vietnam;

Allocate human resources to monitor, care for, and treat COVID-19 patients when hospitalized; prepare drugs, equipment, and medical supplies in accordance with the plans for collection and treatment of COVID-19 patients when the epidemic may develop complicatedly.

- Actively improving treatment capacity, especially focusing on improving the capacity of emergency and active resuscitation at medical examination and treatment facilities:

+ Coordinate with the medical oxygen coordination department of the province and city to ensure the supply of medical oxygen for the treatment needs of COVID-19 patients at medical examination and treatment facilities.

+ Implement training to reiterate guidelines for the diagnosis and treatment of COVID-19 for medical staff.

+ Strengthen consultations at hospitals, consult with higher levels for professional advice, and minimize the transfer of patients to higher levels.

For cases beyond their professional capacity, when transferring to a hospital, they must consult with and contact a higher-level hospital before transferring to ensure the safety of the transferred patient.

- In treatment facilities, strengthen infection control and infection prevention measures to minimize the spread of disease in the hospital, especially strengthening the protection of patients in high-risk groups (such as pregnant women, people with underlying diseases, the elderly, etc.), the intensive care unit, cardiology, artificial kidneys, surgery, etc.

At the same time, strengthen the cleaning of the outside, the hygiene of the ward, arrange the arrangement of the wards conveniently and according to the epidemic situation, and ensure a green, clean, and beautiful environment.

- For severe cases and suspected cases of COVID-19 located in Hospitals, when rapid antigen test results are negative but COVID-19 is still suspected, PCR testing is recommended to diagnose COVID-19 to avoid missing cases spreading the disease.

Provincial and last-level hospitals for COVID-19 treatment need to monitor and clinically evaluate current hospitalized severe COVID-19 cases and send genetic sequencing tests to assess severity, criticality report to the Ministry of Health for consideration and adjustment of professional guidelines.

- Implement Resolution 30/NQ-CP dated March 4, 2023, and Decree 07/2023/NĐ-CP to ensure enough drugs and medical equipment for treatment in general and COVID-19 treatment in particular.

- Strictly report daily data on the COVID-19 Management System of the Department of Medical Examination and Treatment, Ministry of Health of Vietnam, at cdc.kcb.vn.
