To review and amend criteria and indicators in the new set of criteria for rural areas at all levels in Vietnam

The National Assembly assigned the Government and the Prime Minister to direct the Program host agencies, the Ministry of Planning and Investment, the Ministry of Finance, ministries, branches, and localities to thoroughly grasp and seriously implement proposals and recommendations, overcome shortcomings and limitations stated in Report 550/BC-ĐGS dated October 21, 2023, of the Supervision Team, and, at the same time, carry out a number of key tasks and solutions, for example:

Reviewing, revising, and supplementing the criteria and targets in the New Rural Development Program at all levels to adapt to the practical situation, including the construction and issuance of suitable criteria for ethnic minority and mountainous areas in accordance with Conclusion 65-KL/TW dated October 30, 2019 by the Politburo on the continued implementation of Resolution 24-NQ/TW of the Party Central Committee, 9th tenure, on ethnic affairs in the new situation.

Urgently reviewing, revising, supplementing, or issuing new regulations, mechanisms, and policies within their authority, especially those related to decentralization, delegation, authorization, simplification of administrative procedures, investment, and use of prioritized and focused funding sources, in order to timely overcome difficulties and obstacles and effectively implement national target programs.

Focusing on effectively addressing the difficulties, obstacles, and grievances of the people regarding land, housing, production land, and household water; stabilizing population planning and settlement in ethnic minority and mountainous areas; improving the effectiveness of vocational training in poor districts, ethnic minority, and mountainous regions; and resolving shortcomings in Decision 861/QD-TTg dated June 4, 2021, by the Prime Minister regarding the recognition of achieving new rural standards for communes.
