To resolve difficulties in implementing real estate projects in Vietnam

According to Official Dispatch 3054/BTNMT-QHTPTTND, the Chairman of the People's Committee of the province or centrally run city is requested to direct the implementation of the following contents:

Regarding the formulation and adjustment of land use planning and plans in Vietnam

The Chairman of the People's Committees of the provinces and centrally-run cities is requested to direct the local functional agencies to urgently implement the instructions of the Prime Minister of Vietnam; conduct the formulation of master plans and plans on land use in accordance with the provisions of law; and report on the implementation as required at:

- Directive documents of the Government of Vietnam:

+ Official Dispatch 315/TTg-CN dated April 17, 2023 on the formulation, appraisal, and approval of the provincial 5-year land use plan 2021–2025 and the formulation and adjustment of the district-level land use planning period 2021–2030.

+ Official Telegram 360/CD-TTg dated May 2, 2023 on the results of implementation of the assigned land use plan targets; synthesize land use targets that need to be adjusted in the land use planning up to 2030 and the land use plan up to 2025.

- Directive documents of the Ministry of Natural Resources and Environment of Vietnam:

+ Official Dispatch 1792/BTNMT-TCQLDD dated April 3, 2020 on the formulation, appraisal, and approval of district-level land use planning for the period 2021–2030 and annual district-level land use plans when the provincial planning has not been approved.

+ Official Dispatch 4707/BTNMT-TCQLDD dated August 15, 2022 on the formulation of a 5-year land use plan (2021-2025) at the provincial level, and the formulation of a district land use plan.

+ Official Dispatch 59/BTNMT-CQHPTTND dated January 6, 2023, Official Dispatch 294/BTNMT-QHPTTND dated January 30, 2023; and Official Dispatch 1708/BTNMT-QHPTTND dated March 17, 2023.

Regarding land valuation in Vietnam

The Chairman of the People's Committees of the provinces and centrally-run cities is requested to direct the local authorities to organize the determination of land prices in order to approve the specific land prices in a timely manner according to the provisions of Clause 1, Article 2 of Decree 10/2023/ND-CP;

At the same time, strictly implement the contents of Official Dispatch 1856/BTNMT-QHTPTTND, ensuring the land price determination in accordance with the provisions of law and without delay in determining the land price.

Regarding the treatment of the small, overlapping public land that cannot be separated into an independent project in Vietnam

The Chairman of the People's Committees of the provinces and centrally-run cities is requested to promptly issue specific regulations according to their assigned competence and the provisions of the law to ensure the removal of difficulties and obstacles.
