To resolutely revoke licenses for businesses and individuals that violate traffic laws in Vietnam

According to Directive 10/CT-TTg April 19, 2023 on strengthening the work of ensuring road traffic order and safety in the new situation, in which, resolutely withdrawing permits from enterprises and individuals violating traffic laws in Vietnam.

To resolutely revoke licenses for businesses and individuals that violate traffic laws in Vietnam

According to Directive 10/CT-TTg, some specific tasks of the Ministry of Transport of Vietnam are as follows:

- Speed up the progress of transport infrastructure projects, especially key projects in the transport sector. Directing functional units to have solutions to ensure safety for traffic participants during construction, renovation, and repair of traffic infrastructure.
 
Direct the Traffic Inspector to coordinate with local authorities and functional forces to strengthen inspection and handling of violations of road traffic infrastructure.
 
Direct the road management agencies to strengthen inspection, promptly detect, take measures to warn, and propose to remedy the inadequacies that are the causes of traffic accidents; strictly handle the units that do not remedy in time, causing traffic accidents.
 
- Review and strengthen the decentralization of road management, protect road safety corridors, and organize traffic for localities to proactively participate in the organization and management of traffic and maintenance, upgrading, and overcoming "black spots" (completed in the third quarter of 2023).
 
- Rectify and improve the quality of training, testing, and issuance of driver's licenses; review and complete standards and conditions on facilities for driver training institutions; have a strict control mechanism to end the issue of driving licenses for drug addicts, incompetent people, and people with poor behavior and health; and propose solutions to manage drivers after training.
 
Improve the quality of vehicle registration and inspection. Strengthen the application of information technology in training, testing, driver management, and vehicle registration.
 
- Coordinate with local People's Committees to organize a general review of "black spots", "potential points" of traffic accidents, and unreasonable behavior in the traffic organization nationwide to come up with plans and roadmaps to overcome the problem (completed in the second quarter of 2023).
 
Organize to overcome the inadequacies in the organization of transport infrastructure when there are recommendations of agencies and organizations. Considering and handling the responsibility of the units that have been recommended many times, it is slow to overcome the "blind spots", "potential points" that cause very serious and especially serious traffic jams and accidents.
 
- Strengthening control over passenger and freight transport activities at starting points, resolutely not allowing departures at mines, railway stations, and ports... for vehicles beyond the expiry date, expired inspection, carrying more than the specified number of people, overloading the vehicle, vehicles that do not meet technical safety and environmental protection standards, drivers who do not meet health conditions...
 
Strictly manage and resolutely revoke transport permits and badges for businesses and individuals that violate traffic laws. Research and propose solutions to create equality in the transportation business between organizations and individuals.
 
- Urgently upgrade and add software to connect and share databases with the Ministry of Public Security of Vietnam (Database on domestically manufactured, assembled, and imported motor vehicles; vehicle registration database; driving license database; Database of cruise monitoring equipment and surveillance cameras on transport business cars...) to serve the fight against crime and ensure traffic safety (completed in 2023).
 
- Strengthening inspection, supervision, prevention, and control of violations and violations, promptly correcting the law enforcement and working processes of the Traffic Inspectorate in the performance of traffic duties.
