On November 22, 2023, the Government Office of Vietnam issued Notice 480/TB-VPCP on the Conclusion of the Prime Minister at the Prime Minister's Conference with the Foreign Investment Business Community in Vietnam.
For the business community and foreign investors, the Prime Minister emphasized a number of proposals and assigned the Ministry of Planning and Investment to notify relevant organizations, associations, and businesses, specifically:
- Research and develop long-term, sustainable development investment strategies in accordance with national plans, industry plans, regional plans, and Vietnam's distinct potential, outstanding opportunities, and competitive advantages.
- Implement well-rounded business culture, regimes, and policies for workers and accompany governments at all levels for the benefit of businesses, investors, and the Vietnamese people in the spirit of harmonious benefits and shared risks.
- Associations need to perform their functions and tasks well; Timely information and reports on problems and difficulties of members, businesses, and investors during business investment activities in Vietnam, promptly proposing and implementing appropriate policies and laws, and serving as an important bridge with the State of Vietnam and the People of Vietnam.
- Improve the rate of localization, conversion, and supply chain development with the participation of Vietnamese businesses, participating in human resource training and infrastructure investment, contributing to building and perfecting institutions, and working together with Vietnamese businesses to innovate national governance and corporate governance towards modernity.
In addition, at the Prime Minister's Conference with the Foreign Investment Business Community on October 16, 2023, the Prime Minister also reiterated 3 commitments to investors:
- First, always protect the legal and legitimate rights and interests of investors in any case.
- Second, always accompany businesses to overcome difficulties and challenges and take advantage of opportunities and advantages so that foreign investors can ensure long-term, stable, and effective benefits and operations in Vietnam on the principle of harmonious benefits and shared risks.
- Third, do not criminalize economic and civil relations, but handle those who do wrong and violate the law to protect people who do the right thing and create an open, transparent, equitable, healthy, and sustainable production and business environment and ecosystem.
