To replace the catalog of information technology products (ITA) in Vietnam

The Minister of Industry and Trade of Vietnam issued Circular 03/2023/TT-BCT dated 14/02/2023 amending Circular 22/2016/TT-BCT on the implementation of the rules of origin of goods in the ASEAN Trade in Goods Agreement (ATIGA).

Appendix IV - List of Information Technology products (ITA) in Clause 4, Article 2 of Circular 22/2016/TT-BCT is replaced (replaced by the Appendix in Clause 1, Article 1 of Circular 25/2019/TT-BCT), with Appendix III issued together with Vietnam's Circular 03/2023/TT-BCT.

In addition, Vietnam's Circular 03/2023/TT-BCT also replaces 02 appendices in implementing the rules of origin in the ATIGA Agreement as follows:

- Replace Appendix II - Product specific rules in Clause 2, Article 2 of Circular 22/2016/TT-BCT (replaced by Appendix I in Clause 1, Article 1 of Circular 10/2019/TT-BCT) by Appendix I issued together with Circular 03/2023/TT-BCT.

- Replace Appendix III - Basic Conversion criteria for textile products in Clause 3, Article 2 of Circular 22/2016/TT-BCT (replaced by Appendix II in Clause 2, Article 1 of Circular 10/2019/TT-BCT), with Appendix II issued together with Circular 03/2023/TT-BCT.

Vietnam's Circular 03/2023/TT-BCT takes effect from April 1, 2023.
